What does 'new school' mean?

There's a lot of people talking about 'new school' designs at the moment, but they're all really different - like one girl i know's got a knuckle duster on her shoulder, and another's got a bit of graffiti and a car on fire, they're all different, so what's new school and what's just getting called new school - a lot of it looks like japanese stuff too - like carp and stuff.

firey dice and skulls and stuff. cards, muscle cars, daggers - old designs from sailors given a more fresh and cartoon look

It's more about the use of colour i think right now - at first it was all the dice and daggers and skulls and flames etc, but now, there's almost a 'new school' colour style which I've seen applied to classically Japanese and Spanish styles, but which are being described as new school because of the vibrant colours and how they're applied.
